ഇന്ത്യൻ കമ്യൂണിസ്റ്റ് പാർട്ടി സ്ഥാപകനേതാവ് എസ്.എ. ഡാങ്കെ ബ്രിട്ടീഷുകാർക്ക് അയച്ച കയ്യെഴുത്ത് ദയാഹർജി!

ഇന്ത്യൻ കമ്യൂണിസ്റ്റ് പാർട്ടി സ്ഥാപകരിൽ ഒരാളായ എസ്.എ.ഡാങ്കെ 1924-ൽ ബ്രിട്ടീഷുകാർക്ക് എഴുതിയ ദയാഹർജിയുടെ ഒറിജിനൽ രേഖകളാണ് പോസ്റ്റിലുള്ളത്. രാഷ്ട്രീയ തടവുകാർക്ക് അന്നത്തെ സർക്കാർ അനുവദിച്ചിരുന്ന അവകാശമായിരുന്നു ഇത്തരം ദയാഹർജികൾ. അത്തരത്തിലാണ് വീര സവർക്കറും ദയാഹർജികൾ നൽകിയിരുന്നത്. വീര സവർക്കറിനെ കൊടുംകുറ്റവാളിയും വിപ്ലവകാരിയുമായി ബ്രിട്ടീഷുകാർ കണ്ടതുകൊണ്ടാണ് അദ്ദേഹത്തിന് മോചനം കിട്ടാതിരുന്നതും 5 ദയാഹർജികൾ എഴുതേണ്ടിവന്നതും.

ആൻഡമാനിലെ ഏകാന്തതടവറയിൽ 50 വർഷത്തെ തടവുശിക്ഷയിൽ കിടന്ന് മരിക്കുന്നതുകൊണ്ട് ആർക്കും പ്രയോജനമില്ല എന്ന നിലപാടിലാണ് മോചിതനാകാൻ അദ്ദേഹം ശ്രമിച്ചത്. 14 വർഷത്തോളമുള്ള ശിക്ഷ അനുഭവിച്ച് മോചിതനായ അദ്ദേഹം സ്വയം ഈ ദയാഹർജിയെക്കുറിച്ച് ലോകത്തെ അറിയിക്കുകയായിരുന്നു. എന്നാൽ 4 വർഷം ഉത്തരേന്ത്യയിലെ ജയിലിൽ കിടന്ന ഡാങ്കെ താൻ ദയാഹർജി നൽകി എന്ന ആരോപണത്തെ നിഷേധിക്കുകയാണുണ്ടായത്.

ഡാങ്കെ ദയാഹർജി കൊടുത്ത് ബ്രിട്ടീഷുകാരുടെ വിധേയത്വം പ്രകടിപ്പിച്ചപ്പോൾ മറ്റൊരു ഇന്ത്യൻ കമ്യൂണിസ്റ്റ് സ്ഥാപകനായ എം.എൻ റോയ് പണംവാങ്ങി ബ്രിട്ടീഷുകാരുടെ വിധേയനായി രാഷ്ട്രീയപ്പണികൾ ചെയ്തുകൊടുത്തു. അതോടൊപ്പം 1942-ൽ അന്നത്തെ ജനറൽസെക്രട്ടറി ആയിരുന്ന പി.സി.ജോഷി ആ പാർട്ടിയെ ഒട്ടാകെ ബ്രിട്ടീഷ് രാജഭരണത്തിന് അടിയറവെച്ചു.

താഴെ കൊടുക്കുന്നത് ഡാങ്കെ എഴുതിയ ഒരു ദയാഹർജിയും അതിന്റെ തർജ്ജിമയും. ഈ രേഖകൾ കണ്ടെത്താൻ സഹായിച്ചത് PS Dev.

ഞാൻ കാൺപൂർ ബോൾഷെവിക് ഗൂഡാലോചന കേസിലെ നാലുപേരിൽ ഒരാളാണ്. താഴെപറയുന്ന കാരണങ്ങളാൽ ശ്രേഷ്ഠനായ താങ്കൾ എന്റെ പ്രാർത്ഥന പരിഗണിക്കണമെന്ന് യാചിക്കുന്നു.

താങ്കൾക്ക് അറിവുണ്ടാകാൻ സാധ്യതയില്ലാത്ത ചില വസ്തുതകൾ ഞാൻ ഉദ്ധരിക്കുന്നു. എങ്കിലും താങ്കൾക്ക് അത് സെൻട്രൽ ഇന്റലിജൻസ് ബ്യൂറോ ഡയറക്ടർ കേണൽ സി.കായിൽനിന്നോ ഇതിൽപറയുന്ന മറ്റാളുകളിൽനിന്നോ നിജപ്പെടുത്താൻ സാധിക്കും.

പ്രസ്തുത കേസ് നടന്നുകൊണ്ടിരുന്നപ്പോൾ കീഴ്‌ക്കോടതി കൗൺസിൽ മിസ്റ്റർ റോസ് അൽസ്‌ട്രോൺ ഞാനുമായി ചെറുസംഭാഷണം നടത്തി. അതിൽ വ്യക്തികളെ ശിക്ഷിക്കാൻ സർക്കാർ പ്രത്യേകിച്ച് താല്പര്യപ്പെടുന്നില്ല എന്ന് അദ്ദേഹം പറയുകയുണ്ടായി. ബോൾഷെവിക് ഗൂഡാലോചന ഇന്ത്യയിൽ നടക്കുന്നുണ്ട് എന്ന സർക്കാരിന്റെ ഒരു സംശയത്തിലാണ് കേസ് നിലനിൽക്കുന്നത്. കൗൺസിൽ സർക്കാരിന്റെ താല്പര്യം തെറ്റിദ്ധരിച്ചു എന്ന് ഞാൻ കരുതുന്നില്ല. കോടതിയുടെ വിധി നീതീകരിച്ചതിലൂടെ എന്റെ ശിക്ഷ ഇളവ് ചെയ്തുതരാനുള്ള എന്റെ പ്രാർത്ഥന താങ്കൾ പരിഗണിക്കുമെന്ന് കരുതുന്നു.

കൃത്യം ഒരു വർഷം മുമ്പുള്ള മറ്റൊരു സംഭവത്തെക്കുറിച്ച് പറയാം. ബോംബെ ഡെപ്യൂട്ടി പോലീസ് കമ്മീഷണർ മിസ്റ്റർ സ്റ്റിവാർട്ട് എനിക്ക് എംഎൻ റോയിയുമായും വിദേശത്തുനിന്ന് വരാനിരിക്കുന്ന ചില വ്യക്തികളുമായുമുള്ള ബന്ധത്തെക്കുറിച്ച് ഒരു ചർച്ച നടത്തിയിരുന്നു. ആ സംഭാഷണത്തിൽ ബഹുമാനപ്പെട്ട ഓഫീസർ ഒരു സൂചന നൽകിയിരുന്നു. ആ സമയത്ത് എനിക്കത് ഉൾക്കൊള്ളാനായിരുന്നില്ല. മിസ്റ്റർ സ്റ്റിവാർട്ട് പറഞ്ഞു, "നിങ്ങൾക്ക് ഇവിടെയും വിദേശത്തും ചില വൃത്തങ്ങളിൽ അനിതരസാധാരണമായ സ്വാധീനമുണ്ട്. ഈ സ്വാധീനംകൊണ്ട് എന്തെങ്കിലും പ്രയോജനം ഉണ്ടെങ്കിൽ സർക്കാരിന് സന്തോഷമുണ്ടാകും." ഞാൻ ആ സ്വാധീനം താങ്കളുടെ സർക്കാരിനും രാജ്യത്തിനുംവേണ്ടി ഞാൻ ഉപയോഗിക്കണമെന്ന് താങ്കൾ ചിന്തിക്കുന്നുണ്ടെങ്കിൽ, എനിക്ക് അതിനുള്ള അവസരം താങ്കൾ എന്റെ മോചനത്തിനുള്ള പ്രാർത്ഥന അനുവദിക്കുന്നതിലൂടെ തരികയാണെങ്കിൽ ഞാൻ അപ്രകാരം സന്തോഷത്തോടെ ചെയ്യും.

രാജഭരണത്തോടുള്ള എന്റെ കാഴ്ചപ്പാടിൽ മാറ്റമുണ്ടാക്കാനായാണ് എനിക്ക് കിട്ടിയ കഠിന ജയിൽവാസത്തിലെ 4 വർഷങ്ങൾ. ഞാൻ ഒരിക്കലും രാജപ്രൗഢിയോട് വിശ്വാസമില്ലാതെ എന്റെ പ്രസംഗ എഴുത്തുകൾ നടത്തിയിട്ടില്ല, ഇനി ഭാവിയിൽ നടത്തുകയുമില്ല എന്നറിയിക്കാൻ യാചിക്കുന്നു.

ഈ ബഹുമാനത്തോടെയുള്ള മനസ്സിലാക്കൽ സംതൃപ്തമാണെന്ന് കരുതുകയും ശ്രേഷ്ഠനായ താങ്കൾ എന്റെ പ്രാർത്ഥന അനുവദിച്ചുതരുമെന്ന മറുപടിക്കായി ആകാംക്ഷയോടെ കാത്തിരിക്കുന്നു.

Your Excellency,

I am one of the four in the Bolshevik Conspiracy case of Cawnpore. I beg to put forward for your Excellency’s consideration a prayer for the remission of my sentences for following reasons.

In submitting my prayer I have to refer to certain fact, which your Excellency may not be cognisant of; but Your Excellency can verify their truth by referring to Col. C Kaye, Director Central Intelligence Bureau or to the persons mentioned hereinafter.

When the above referred case was proceeding in the Lower Court Mr.Ros Alstron, the learned Counsel for prosecution happened to have a side talk with me, During the course of which he remarked. Government is not very particular about the punishment of the individual accused. The case is instituted only to prove to a doubting the truth of Government’s statements, made from time to time as to the existence of Bolshevik Conspiracy in India. I think the learned Counsel is not likely to have mistaken Government’s intentions. As the position your Excellency has been vindicated by the verdict of the Court. Your Excellency may not mind remitting my sentences and granting my prayer.

I might also refer to another incident Exactly one year back, the Deputy Commissioner of Police, of Bombay Mr. Stevart was having a conversation with me, in his office, regarding my relations with M.N Roy and an anticipated visit to me of certain persons from abroad. During the course of the conversation the honourable officer let drop a hint in the following words, the full import of which I failed to catch at that moment. Mr. Stevart said, “you hold an exceptionally influential position in certain circles here and abroad. Government would be glad if this position would be of some use to them.“ I think, I still hold the position Rather it has been enhanced by the prosecution. If your Excellency is pleased to think that I should use that position for the good of Your Excellences Government and the country. I should be glad to do so, if I am given the opportunity by Your Excellency granting my prayer for release.

I am given the punishment of four years rigorous imprisonment in order that those years may bring a salutary change in my attitude towards the King Emperor’s sovereignty in India. I beg to inform Your Excellency that those years are unnecessary as I have never been positively disloyal towards His Majesty in my writing of speeches not do I intend to be so in future.

Hoping this respectful understanding will satisfy and move Your Excellency to grant my prayer and awaiting anxiously a reply.
